Mitigation
In order to offer users the best possible service, here is an overview of the steps taken by The Jacques Cartier and Champlain Bridges Incorporated (JCCBI) and the ministère des Transports du Québec (MTQ) to minimize inconveniences for the 79,000 users who cross the Mercier Bridge every day.
Traffic
At all times, at least one lane in both directions will be open during the work execution. The bridge will never be entirely closed to traffic as was the case during the renovation of the Jacques-Cartier Bridge.
In addition, during rush hours, the bridge’s four lanes will be fully open to traffic, because the work is being carried out mainly at night.
Work execution
SIGNAGE VIA FIXED VARIABLE MESSAGE SIGNS (VMS) FROM MTQ
The ministère des Transports du Québec (MTQ), in collaboration with the JCCBI, will use the VMS from its network to provide users with real-time information about the work.
SPECIAL SIGNAGE ON MAJOR ROADS IN THE MONTREAL AREA
JCCBI has planned the installation of fixed panels and mobile VMS on roads in the greater Montreal region. The VMS messages will be updated regularly by the MTQ’s traffic management centre.
COMPANY VMS AROUND THE BRIDGE
JCCBI will use its VMS network for any additional information on the progress of work.
SAFETY AND ENVIRONMENTAL PROTECTION
The contractor must carry out this work while respecting the standards for environmental protection and the safety of workers and users.
PENALTIES OR PERFORMANCE BONUSES
To ensure completion of the work on schedule (closing and opening of lanes), the contract provides for penalties of $3,000 per block of 10 minutes for non-compliance with the lane closing or opening schedules on any bridge.
The contract also provides for penalties (liquidated damages) of up to $505,000 in the event that work is not completed on time. The contract also includes performance bonuses of up to $500,000.

TRAFFIC MANAGEMENT CENTRE
JCCBI has obtained the cooperation of the MTQ’s traffic management centre to provide the public with accurate information in real time.
INTERACTIVE WINDOW
The interactive window in which you are currently browsing aims to regularly inform bridge users and the general public on the progress of the repair work.
Updates are published regularly to keep you informed on the work schedule, upcoming traffic interruptions, schedule changes and any other relevant information.
